前提装http://download.eclipse.org/eclipse/updates/4.7版本根据自己需要，我装的是比较新版本
第一种、选择 help->install new software->add
1） name 输入 ：velocity
2） Location:http://plugin.tqlab.com/eclipse/velocityeditor/update/
这种方法能装上velocity插件使用与4.9以下版本，并且使用过程中没有velocity智能提示。
第二种 选择 help->install new software->add
1） name 输入 ：veloeclipse
2） Location: http://masrawi.github.io/veloeclipse/
这个velocity插件版本比较高，有智能提示
